IDEA 2004 FINAL REGULATIONS PUBLISHED
On August 3, 2006 the U.S. Department of Education released the final Part B regulations to implement the Individuals with Disabilities Education Improvement Act of 2004 (IDEA). An official copy of the final Part B regulations of IDEA is a 307 page pdf file published in the Federal Register of August 14, 2006. SECTIONS OF IDEA 2004 FINAL REGULATIONS: SPECIFIC LEARNING DISABILITIES (SLD)
Of particular interest for specific learning disabilities are sections of the final regulations that include the definition and evaluation procedures found in Subpart A Sections 300.8, 300.15, 300.18, and Subpart D - Sections 300.301, 300.304, and 300.307-300.311.
CEC TO CONDUCT IDEA WORKSHOPS
Beginning this fall, CEC will conduct IDEA workshops and Web seminars on specific IDEA topics. Dates and specific locations will be announced soon.

The U.S. Department of Education has prepared a fact sheet on the IDEA regulations that includes an emphasis on the relationship of IDEA to the No Child Left Behind (NCLB) Act at http://www.ed.gov/admins/lead/speced/ideafactsheet.html.

CHILDREN WITH DISABILITIES FOCUS OF COMMISSION HEARING
The Commission on No Child Left Behind led by former Governor and Secretary of Health and Human Services, Tommy Thompson and former Governor Ray Barnes, has conducted hearings throughout the summer. These hearings are designed to assist in the formulation of policy recommendations to Congress in preparation for the reauthorization of No Child Left Behind. The August 7, 2006 hearing addressed the impact of NCLB on children with disabilities. Information on this hearing and others of the commission are available at www.nclbcommission.org.
GIVE INPUT ON REAUTHORIZATION OF NO CHILD LEFT BEHIND (NCLB)
As Congress prepares to reauthorize and/or rewrite the Elementary and Secondary Education Act currently known as the No Child Left Behind Act (NCLB), DLD will be working with the Council for Exceptional Children (CEC) to develop recommendations for Congressional offices on how to improve the law. Please let me know if you have specific recommendations regarding NCLB that you wish DLD to consider; also, if you have examples of the positive or negative impact of NCLB on students with learning disabilities, I would like to know that as well so DLD will be prepared to represent you.
